Description

If you attempt to use `fs authorize` on a key that already exists you get an error like:

https://github.com/ceph/ceph/blob/9494a69fd903bc0da188b671edfd21e96358a3ef/src/mon/AuthMonitor.cc#L1328-L1330

This has already tripped up some users on ceph-users. I think we can improve the error message and explain why it fails. Additionally doc/cephfs/client-auth.rst should be updated as well to be mroe clear.
