Description

We have cluster log messages when module startup fails, and we have intention to do the can_run flag for missing deps etc (another ticket), but those don't cover the case where the module was running happily but then starts failing (e.g. throws unhandled exception from serve())

We should have a clear story for that: possibly respawn the mgr, and/or raise a health alert.
