Description

With https://github.com/ceph/ceph/pull/17839 a stalled recovery (due to remaining unfound objects) goes back into recovery_wait or backfill_wait. We should create a new state (recovery_stalled?) to signal to the user something (besides the unfound object itself) has gone wrong.
