Description of problem:
Upstream documentation needs update for activating multiple MDS.

Section: INCREASING THE MDS ACTIVE CLUSTER SIZE
Existing cmd: "ceph fs set max_mds 2"
Update req: "ceph fs set <fs_name> max_mds 2"

Section: DECREASING THE NUMBER OF RANKS
Existing cmd: "ceph fs set max_mds 1"
Update req: "ceph fs set <fs_name> max_mds 1"

Note: As of now downstream documentation for multimds is not available but when we are releasing 3.0 we have to take care of above changes in downstream documentation too.
