radosgw sometimes hang when got SIGHUP
once handle SIGHUP, RGWRealmReloader::reload will be triggered, and the frontends will be paused(will hold the write lock).
but for the issue of the quota stats get, the thread will hang.

maybe the guideline is inproper.
should be changed to : rgw hang in RGWRealmReloader::reload when got SIGHUP
