If query string contains " ", the v4 auth will fail.

Originally https://github.com/ceph/ceph/pull/17040 was to fix http://tracker.ceph.com/issues/21003 as well, but there are some more issues wrt civetweb's handling of both content length encoding & chunked transfer. But this PR does solve the issues with AWSv4 authentication & +
