Description
Suggested way to fix this:
1. Change be_select_auth_object() to pick primary everything else being equal
2. In be_select_auth_object() attempt to decode snapset and exclude a shard that doesn't decode
3. In be_compare_scrubmaps() when handling empty auth_list prefer auth->first (shard) instead of primary shard
