Description

As of 578b0f7 Merge pull request #13617 from liewegas/wip-mgr-commands, all jobs that use the ceph cli (namely "all jobs") must include a ceph-mgr daemon in their roles.

Nope, that was included in 271a758; it just broke my test because I had custom yaml.
