So the original PR merged.. but it doesn't seem to work right. I still have to specify both --ceph-repo and --suite-repo....

i think this is by design (or at least fine).. it makes sense to me that workunit would pull from the suite repo and not the ceph repo

Agreed. It's much more convenient when teuthology pulls the workunit from the suite repo, because (when working on workunits) one does not have to wait for packages to build in between each testing iteration.
