Description

If the FileStore gets an EMFILE error it asserts out without attempting to handle the problem. I don't know whether this can be a fairly simple "bug fix" (ie, force the Flusher to run and try again) or if it needs to be a serious feature project.

I'm going to call this a feature. The more pressing problem is to find any fd leaks (#1788), and to limit msgr connections (#1809)
