openJewel Install Broken for Ubuntu Trusty Because of Missing librados2 Dependency

Description
python-rados for Jewel depends on librados2 (= 10.2.3-1trusty). That version is not available in either the default ubuntu repositories or the download.ceph.com repository for Trusty.
Using this trusty repo:
root@ceph-mon0:/etc/apt/sources.list.d# cat download_ceph_com_debian_jewel.list
deb http://download.ceph.com/debian-jewel trusty main
Dependency Error when trying to install python-rados:
python-rados : Depends: librados2 (= 10.2.3-1trusty) but it is not going to be installed
Available librados2 versions as reported by apt-cache policy:
root@ceph-mon0:/home/vagrant# apt-cache policy librados2
librados2:
