Description

teuthology-openstack has a feature called --upload which causes logs from failed jobs to be uploaded, by default, to a server called teuthology-logs.public.ceph.com

The domain name is resolvable:

wilbur:/home/smithfarm # host teuthology-logs.public.ceph.com
teuthology-logs.public.ceph.com has address 209.132.178.163

...but the server does not respond to pings or HTTP requests.

The virtual machine was shutdown, it's rebooted and the service is back. Thanks for noticing !
