gmeno mentioned it'd be nice to have a (non-nagios) Lab Status / uptime page to track lab, queue, suite, etc. statuses and outages.

Desired features
- Green/yellow/red for specific statuses such as
- Are teuthology workers running
- Is the queue paused
- Is test scheduling working
- Are ceph package installs working
- Is X test running successfully
- Graphs showing uptime with mouse-over for outage reasons
