Description

This condition would indicate a failover to a new peer. By restarting the state machine, it would re-invoke the bootstrap state machine to ensure it can properly link to the new primary (e.g. not split brained). Essentially, under this condition, ::handle_shut_down would jump back to ::start instead of actually stopping.
