Specifically: https://github.com/ceph/ceph/blob/v10.2.1/src/ceph-osd-prestart.sh#L48-L49
The Upstart Cookbook says that "stop" is symbolically linked to "initctl" - see http://upstart.ubuntu.com/cookbook/#stop -- this will presumably not be present on non-Upstart systems.
And the same document says the UPSTART_INSTANCE
environment variable is set by Upstart itself - see http://upstart.ubuntu.com/cookbook/#standard-environment-variables
