Description

In the OBS, the ocf bcond is enabled by setting _with_ocf to any value (for
example, "1"). When %_with_ocf is used, this value ("1") appears in the
configure command line instead of "--with-ocf".

I was setting _with_ocf to "1" in the Project Config, whereas %configure was expecting it to be set to "--with-ocf" - i.e., the string that would ordinarily be provided on the ./configure command line.

Adjusted Project Config and triggered another build in OBS (minus the patches from PR#7676, which I have marked Do Not Merge).
