A particularly buggy job might not respond to SIGTERM. See #14749. After we try to kill a job, we should check to see if it is still alive and use SIGKILL
if necessary.

We see more nodes with "sudo dpkg --configure -a"
which I believe related to this issue, so promoting this ticket priority
