Job queuing based on the os-type/version?

Description

if one schedules a job for a particular os-type/version, based on the number of workers it can block jobs which might require other os-type/version, this can cause some nodes to be idle as there are no workers to schedule it.
I know there is a new queueing system in development, just adding this feature request under teuthology since we dont have other project types in tools.
