don't install debuginfo package by default

Description

add new install task option debuginfo = true/false, default to false.

this should cut install time down on most runs.

Just don't install it - there's already an extra packages config option for the install task. When we add automatic backtrace extraction, that task can install it if coredumps are found.

In terms of manual intervention, teuthology already configures the repos, so it's simple to install the debug packages yourself if needed.

So then should we just remove all -debuginfo and -dbg packages from the install task's package lists?
