Description

it would be really nice to have some kind of reporting[notification to ceph-qa email list] when there is no run due to blocked teuthology queue or for any other reason.

It'd be good to have a specific thing to monitor in this ticket. "no run due to blocked teuthology queue or for any other reason" is unlikely to ever be resolvable.
