Using the C API the rbd_list and rados_pool_list functions differ in how you call them, and what they return, which isn't too intuitive. From what I could gather rbd_list returns the number of names contained within the char *names whereas rados_pool_list returns the number of characters so you can retry with a bigger buffer if need be.
