Description
If the initial upload of the ubuntu-14.04 qcow2 image fails, it will block any attempt to retry. The initial image should be uploaded using a temporary name and be renamed when and if it succeeds. The failed attempts won't conflict because their name won't be teuthology-ubuntu-14.04

we continue the wget the ubuntu qcow2 with -c, but the server-side file was different now, so it just appended the stuff to the old file
