After http://tracker.ceph.com/issues/13580 is resolved
- look for all openstack: elements in ceph-qa-suite that are dictionaries and replace them with arrays
- change interpret_hints in teuthology/openstack to assert if openstack: is a dictionary
Although both could be preserved, the difference in the semantic is significant and it would be very confusing to the user. The backward compatibility is to help with a short transition phase.
