Update the Ceph user information on the Preflight Check page:

We need to differentiate between the 'ceph-deploy' user and the default user that the upcoming Infernalis release12 uses. Add a sentence or two asking the end-user to remove the "ceph" user before they perform an upgrade, if the "ceph" user already exists.

I renamed the "Create a Ceph User" section to "Create a Ceph Deploy User". Added a sentence asking the end-user not to use the "ceph" user name and a note explaining why. Also fixed in-doc links to the old section name. This was done because the Infernalis release1 uses the "ceph" user name.

This bug has been judged too old to fix. This is because either it is either 1) raised against a version of Ceph prior to Luminous, or 2) just really old, and untouched for so long that it is unlikely nowadays to represent a live documentation concern.
