Look at test_buck_acl_grant_nonexist_user in the s3tests.git:s3tests/functional/test_s3.py
. Doing an ACL grant for a non-existent user should error, but instead it just doesn't grant anything for that user. According to Amazon's behavior, it should give a 400 Bad Request Error.
