Currently os_type will lock all nodes with same os for all roles in teuthology, For pacstack(https://www.rdoproject.org/Quickstart) which works on Fedora/RHEL/CentOS we might need
individual role to be locked with required os-type, not sure what all changes we require.

If done at individual role level this will help eliminate too many workarounds we might required during scheduler which will still run against a single os_type.
