Description

For a particular hardware and cluster setup, we can reasonably expect some baseline behavior from Ceph. For example, that it scales linearly, or that it has certain availability properties. Non-functional testing refers to this type of tests. This issue groups multiple subtasks (one issue per subtask) that are required to incorporate minimal non-functional testing capabilities into Ceph QA's process.

work for #12424 #12376 and #12378 is complete. Now we are adding tests to ceph-qa-suite that will exercise the functionality added in these subtasks
