Description

With the argparse revamp, there is no "host" argument to "ceph-deploy mon create-initial". The mons are read from the ceph.conf file instead. However, the create initial code is just calling mon_create(), and mon_create() unconditionally expects args.mon to be present. So we need to set it. We already have it, just need to put it in.

As a side-note, it's a bad sign that this is not caught in teuthology testing... No single call to "ceph-deploy mon create-initial" would have been working for several days now when using ceph-deploy master.
