Handle MDS rank shutdown during forward scrub

Description

Forward scrub may be targeting e.g. the stray dirs belong to an MDS, that get torn down during MDS rank shutdown.

Ensure that forward scrub references to per-rank metadata are torn down cleanly.

Any ongoing scrubs should probably be paused during rank shutdown to allow the ranks receiving this rank's subtrees to take up the burden. Exact handling of this will depend on the approach to #12275: whether we already include scrub information in migrated metadata.
