openUseful teuthology scripts should be able to be installed independent of the install script.

Description
Teuthology makes use of several scripts (adjust_ulimits, daemon_helper, ceph-coverage) that
get installed by the installer. Also, some executables (git, make, cc) get installed by the
installer.
It would be good if:
1. we had a complete documented list of all the scripts.
2. we had a list of what other executables can be installed.
3. the functionality of installing these scripts and executables were in a
module accessible from more places than the installer.
This came up because calamari-setup does a fine job of setting up the ceph environment,
but does not set the rest of the infrastructure that teuthology runs. So setting up
a calamari cluster and running a rados loadgen test fails because adjust-ulimit could not
be found.
