ability to pull ceph packages from a designated repository instead of gitbuilder

Description

The designated repository may not have the same structure as the one created from the gitbuilder. As long as it's a well formed deb / rpm repository, teuthology should be able to use it.

I think the easiest way to do this is to stop Teuthology from modifying the system's repos (see attached patch). It will then just install packages from whatever repos are enabled on the system. This worked for me as I built my own packages and set up a local repo to host them.

Maybe a YAML config option can be added to tell Teuthology to not adjust repos?
