ceph-deploy mon subcommands not handled as subparser

Description

When doing commands like "mon create" or "mon add", all the options after "mon" should be subparsers of their own. Right now they are all one argparse object, and that leads to un-useful help messages. For example, doing "mon --help" and "mon create-initial --help" outputs the same help message, which includes details about "mon destroy" and others. This can be a lot better.

Other top-level subcommands like rgw, mds, etc. actually have the same issue.
