My guess is that the two commits that are related to packaging in https://github.com/ceph/ceph/pull/4851 have been added because the gitbuilders have been re-imaged and implement a safeguard that fail the build if there are unpackaged files.

This issue is added to track the forensic analysis of these two commits and explain why they have been added to the firefly branch. There is no corresponding bug / issue in the tracker.
