'ceph_git_base_url': 'https://github.com/ceph/',

should be

        'qa_suite_git': 'https://github.com/ceph/ceph-qa-suite',
        'teuthology_git': 'https://github.com/ceph/teuthology',
        'ceph_git': 'https://github.com/ceph/ceph',

because it's common for someone to setup an independant teuthology instance but not maintain a mirror of the ceph-qa-suite and teuthology repositories.
