formalize releases of s3-tests

Description

Currently the only way to install and run s3-tests is to clone from git and run setup.py in a virtualenv. This works for some development cases, but it would be nice to formally package this software so it's consumable downstream without a virtualenv or pip.

Can we start tagging versions and shipping them on pypi, as a start?

I agree with this, If its packaged its easier to consume and tagging will help pull the right version for downstream ceph.
