Description

Go through all the steps required to build a federated RGW setup and documented what a simplified
version would look from a user's perspective.

Based suggestions from the initial complexity seen from the documentation at: http://ceph.com/docs/master/radosgw/federated-config/

And related to issue #10848 (which spawned a bunch of tickets to address this)
