This is just a stub for now to start the conversation about requirements for pulpito to meet so we can retire the php script at:

Preliminary use for me is/was:
- look at the link "Machines Locked by Old Scheduled Jobs (Color coded by Machine type):" (second from the bottom)
- kill, power cycle all Old Jobs without doing any detail analysis
- I think we had a rule that "Old Jobs" means 48+ hours, but I am not sure and we can redefine it
