Description
There is a need to run linter checks on ceph-qa-suite to prevent fatal issues on runs like `SyntaxError`
A few items should be addressed:
- requirements should be defined somewhere so that the linter can run with all dependencies satisfied
- a tox file should be created that understands how to run the linter on the project
- all this configuration for PRs (except the previous two items) should be done in ceph-build.git repo
