closeddownburst gives debian 7.1 when asking for 7.0

Description
When asking for a debian 7.0 vps machine downburst actually provisions a debian 7.1 machine.

This is a know behavior as we discussed in standup today. There isn't even a 7.0 image and we're ok with that as long as what is provisioned is a 7.x version of some kind.
It was suggested today that the behavior should be; if we ask for 7 we get the latest 7.x, if we ask for 7.x we get 7.x.
We should fix this eventually, but it's not a big priority right now.

Honestly I don't even think we're going to be able to get a cloud image for 7.0.
The current is 7.9 and we can trivially get or make an image for that version. Why don't we just do that?

Update: I tried creating a 7.9 downburst image, but can't get it to work yet. Doesn't seem to be running cloud-init properly.
