Description
Rather than just killing MDSs within a fixed size cluster, have a thrasher that varies max_mds and deactivates MDSs to control the size of the cluster. This will exercise the stopping/creating states while under load.

NB while adding cluster size tests, also check the mon commands e.g. #10862 (don't allow deactivate rank 0)
