Description

Following up from #10699, let's add labels to a couple of the more frequent and confusing CommandFailedErrors that we see. I'm thinking of the chef task's "download and execute chef" call, and the workunit task's "run the workunit" call. I'm sure there are others, but we can consider this ticket resolved once we've got those two.
