Description
If we know that we have healthy PGs, it is mostly a waste of time for an OSD that has been down for a long time to spend hours processing old maps on startup.
Either streamline this process somehow, or allow an explicit startup option the admin can use to skip old maps. Currently the only recourse is to wipe the OSD.
