Erasure coding's cauchy parameter "w" in CEPH giant is incompatible with the one in firefly

Because of following incompatible issue, we are not able to upgrade our production cluster to giant from firefly.

A restriction that the w parameter of the cauchy technique is limited to
8, 16 or 32 was added incorrectly while refactoring parameter parsing in
the jerasure plugin and must be relaxed.

This restriction was added incorrectly while refactoring parameter parsing in the jerasure plugin and should be relaxed
