teuthology/paddles: implement fatal lock failure

Description

If a job needs to lock resources that we just don't have, currently it will run forever, repeatedly asking paddles for things it can't give. Example:

Our magna nodes currently are a mix of Ubuntu 14.04 and RHEL 7.0 only.

We should be able to detect when our request will never be met, and have the job die, reporting a 'dead' status.
