Credits to the openSUSE maintainers for spotting this bug.
In the debian packaging, librgw-dev requires both librados-dev and librgw2
In the rpm packaging, librgw2-devel (soon to be renamed librgw-devel by #16345) package requires librados2.
I assume the debian packaging is correct and the rpm packaging should be modified accordingly.
