QuiesceAgent is the layer responsible for converting updates from the QuiesceDbManager into actual quiesce requests and cancellations via the quiesce protocol API. Apart from reacting to the db updates QuiesceAgent also sends asynchronous acks back to the leader manager when the actual state of either of the quiescing roots changes and becomes different from what the DB assumes. <stub>
