Description

If a operator defines a custom repository in cephdeploy.conf then the yum-plugin-priorities package is not installed. This is problematic when there is another repo that contains Ceph packages. Ceph-deploy should install the yum-plugin-priorities package regardless of whether a repository is defined in cephdeploy.conf
