Description

Problem: During times of intensive operations such as deep scrubbing, monitors are observed coming in and out of quorum frequently, seemingly spurring frequent reelections.

Symptoms: Elections can compound other issues, such as OSDs timing out while starting up or being wrongly marked down. The monitor process is often observed at 100% CPU utilization during these times.

This is a tracking issue, and more information will be added as we gather it.
