Warn user when there are no OSDs in the acting set during pool creation

Description

Create a parallel crush hierarchy using the ceph cli with:

1) it's own ruleset
2) no OSDs in the acting set

When creating a pool using that ruleset, PG creation and peering simply stalls with no warning. Also, using the ceph cli to query the pgs that are peering or creating also stalls. It would be useful to warn the user that there are no OSDs in the acting set as otherwise it is non-obvious what is causing this behavior. Ultimately it was solved by dumping the crushmap and looking at it by hand.
