Description

Description of problem

Sometimes the "make check" fails for documentation-related PRs. No changes to the documentation can cause such a failure. This means that such make-check failures indicate a non-docs problem.

How to reproduce

Steps:

  1. Create a documentation pull request, changing files only in ceph/doc/.
  2. Wait for the "make check" to fail.
  3. Bask in the glory of confirmation. Lament the fragility of the infrastructure without which there would have been no basking.

Time noticed / Event Window (in UTC)

Actual results

https://jenkins.ceph.com/job/ceph-pull-requests/126475/
https://github.com/ceph/ceph/pull/54905

Expected results

Pull requests containing only changes to documentation do not cause and can never cause a "make check" failure.

Additional analysis

Usually this problem can be remedied by running "jenkins test make check" and waiting for five to thirty minutes.
